This case is a facial cleft very much different from the usual cleft lip classified under Tessier facial cleft class 4. The incidence of this facial cleft is 0.22% of all facial clefts i.e. 1.43 to 4.85 per 100,000 births, which makes it one of the rare anomalies. The child had split lip completely on right side and partially, on the left side. There was also non development of the lid on the medical part of right lower eye lid. This three month old baby had difficulty in breast feeding and breathing.
Such a anomaly is challenging to operate as this poses difficulty for both the anaesthetist and operating surgeon.

On behalf of a grateful nation, I welcome Honb’le Prime Minister Shri Narendra Modi’s novel initiative ‘Vidyanjali’ to tag universities to government schools across the country to leverage their education services.
I humbly but proudly state that adoption of government schools for development was my first recommendation to the government of Karnataka. It was implemented as a government programme in the budget for 2020-21 in April, 2020, well before the NEP was notified in July, 2020.
Due to my personal intervention and perseverance, 35 universities/ autonomous colleges in Karnataka have adopted 10/5 government schools each and have started development of schools as per the 17 priorities identified, covering physical infrastructure, facilities for co-curricular and extracurricular activities such as mentoring, skill development, language empowerment, yoga, sports etc. Citing only 2 examples, University of Mysore has started a mobile science laboratory while REVA University has started a mobile Computer laboratory for government schools adopted by them. All the 35 HEIs have constituted a committee to monitor progress. All these institutions have been awarded ‘Certificates of Adoption’ by the State Government in an official function on 24 th Nov, 2020.
Similarly, my recommendation to establish a ‘Government-Corporate House’ to mobilize resources for special education projects, particularly empowerment of 48,000+ government schools and millions of its students across Karnataka, is under active consideration of the state government. It is therefore no exaggeration that Karnataka is a front runner in bringing HEIs and schools together on a novel academic platform, worthy of emulation by other states.
I am humbled that my efforts from 1992 culminating in my recommendations to empower government schools in Karnataka have not only been endorsed by NEP 2020 but also have become a national programme.
I earnestly appeal to our beloved Prime Minister to involve all the elected representatives across the country (MLAs, MLCs, MPs and Rajya Sabha Members) to adopt government schools under ‘Vidyanjali’ to take the initiative to the next level and make it a truly historic, social movement.

Every year, 15th September is celebrated as Engineers’ Day in India (Sri lanka and Tanzania too), in honour of Sir Mokshagundam Visvesvaraya, fondly known as Sir MV, whose contributions to public good have left an indelible mark in the history of India’s development, especially to Karnataka. His administrative acumen, attention to details, vision for all round development, unwavering dedication and above all transparency in public life have made his life and times a folklore to not only his engineering profession but also to all sections of society, from citizen to all those at the cutting edge of public administration. Here, I venture to record my impressions of how this proud son of Karnataka, refused to be constrained from the shackles of poverty of pre-independence India, to become an icon of public administration, shaping country’s development for all round development. His journey from a civil engineer to be a recipient of India’s highest honour, Bharata Ratna has a message for all, not just the engineering profession.
Sir MV’s earlier contributions were in his civil engineering field. After a successful tenure in PWD of Bombay Government, he was invited to join the Indian Irrigation Commission where he proved his mettle by devising innovative floodgates to raise the level of water storage in reservoirs (first in Pune). The same system was installed later in KRS dam, Mysore. Another feat in his early career was to implement a system to prevent sea erosion of Vishakapatnam port.
It was the then King of Mysore, Krishnaraja Wodeyar IV, another visionary and the most benevolent among the Kings, who invited Sir MV to lead the development of the then Mysore Kingdom as Diwan. He accepted Sir MVs philosophy “ Without Industries India cannot Grow”. Results were spectacular as Sir MV established many institutions for development such as Mysore Soap Factory, Parasitoid Laboratory, Mysore Iron & Steel Works (now named after Visvesvaraya), Sri Jayachamarajendra Polytechnic, State Bank of Mysore, Century Club, Mysore Chamber of Commerce (now FKCCI), University Visvesvaraya College of Engineering (UVCE, Bangalore) and many other industries. KRS dam in Mysore stands as a testimony of his engineering skills, vision for development and above all an illustrious example for all professions as to how one can contribute to public good and national development from his/her chosen field of service. In this regard, Sir MV stands out as a true patriot and no less a nationalist than those who chose to serve India through struggle for independence. Sir MV chose to serve the country as a professional engineer to free India from poverty and take the initial but firm steps towards self reliance.
Addressing the association of engineers of Mysore (1910) he said that in the west, expenditure on education is considered a national investment and promptly followed it up with the establishment of University of Mysore, University of Agriculture, Bangalore and a Polytechnic in Bangalore.
Sir MV also espoused the cause of charity with a purpose of empowerment towards self-reliance rather than supporting individuals, as both the individual and nation grow together productively. Seeds charity were sown by him so early which the modern governments have reinvented in the form of PPP.
Apart from the above widely known facts, Sir MV was an icon of public values. It is widely known that before accepting the exalted position of Diwan of Mysore, he first obtained the concurrence of his family members not to seek any official favours from him.
Many inspirational values he has left for future generations are eternally relevant to guide the society: transparency, age, life long learning, value of time, payback to society with a sense of gratefulness, value of planning before execution to prevent wastage and equality.
I hold the view that Sir MV’s birthday should not be limited to Engineering profession alone. His life and times based on values in public life and vision to contribute to national development beyond one’s professional field are eternally relevant to all professions. They are the basic ingredients of growth even in 21st century and beyond, where the challenges of 4th industrial revolution based on knowledge activities hold the key to individual and national success.
PES University, as a tribute to Sir MV is offering a credit based course along with Mahathma Gandhi and Vivekananda.
I implore the Government to integrate Sir MV’s messages in curricula to inspire the youth and convince them about the huge opportunities to contribute to nation building in whatever profession they may choose.
Prof. M.R. Doreswamy
Chancellor, PES University, Bangalore & Former Adviser, Education Reforms, GoK.
Quality of education depends on the quality of the teachers and every teacher should aspire to become a Guru. These are the inspirational words from the talk delivered by the noted educationist and columnist-author Dr. Gururaj Karajagi at the Faculty Development Program organized by PES University.
He said in his talk said that a good teacher teaches and makes sure the student learns the concepts and lessons. Whereas a Guru transforms student life in a positive way. The guru as a torchbearer and the guide encourages the student in every life stages to stroll on the less traveled road.
India has traditionally been known for its ‘guru-shishya’ parampara of teaching-learning. Sage Vishwamitra-Rama, Sri Krishna- Arjuna, Sri Ramkrishna Paramahamsa- Swami Vivekananda are few among the ones who belong to this tradition, where the students achieved the greater heights due to the role of their Guru's. Over time as our civilization grew further, somewhere on the way this evolved into a ‘teacher-student’ mechanism. Nevertheless guru-shishya parampara still continues in our Nation and Subramaiam Aiyyar-Dr. Abdul Kalam is one among the many in the recent times.
Dr. Karajagi emphasized that a teacher must use the language effectively. Teacher has to provide an environment to learn new things in every class. Further he said that, it is the responsibility of a teacher to facilitate creativity and arouse curiosity in the students. He called upon teachers to not only become intellectually good veteran teachers but also to transform the lives of students as a Guru.
Dr. M.R. Doreswamy, Chancellor PES University said the quality and value based education are key for students success in the Society. Education without values is like a flower without fragrance. The educational eco system may need changes and reformations occasionally in-order to foster better learning. I am very proud and deem it as a privilege to say that I am a teacher rather than the Chancellor of the University. Dr. Doreswamy acknowledged the role of teachers in students' success and nation development.
Vice Chancellor of PES University Dr. J. Suryaprasad, Registrar of PES University Dr.K.S.Sridhar and Director of Hanumanatha Nagar campus Prof. M.V. Sathyanarayana were present. Over 200 young teachers across campuses of PES participated in the FDP.
I PUC Classes was inaugurated for the academic year 2021-22 at Dr. M.R.D Auditorium, PES University. The event was inaugurated by Dr. M.R Doreswamy, Chancellor, PES University. II PUC toppers were felicitated with gold medals and certificate of appreciation. In his inaugural address he emphasized the need to mould students to become job creators and not job seekers. He stressed the need of imbibing ethics and values through quality education among students. He also pointed out the salient features of National Education Policy. He spoke about the importance of the role of teachers in nation building activity and advised students to always remember three ‘M’ (Mother, Mother Tongue and Mother Land).
The chief guest of the event, Dr Surya Prasad, Vice Chancellor, PES University, inspired the students with his motivational words. Prof. M.V. Sathyanarayana, Director, PES HN Campus and Dr. C Narayana Reddy, Principal, PES College HN Campus were present in the event.
Four final-year college students develop a portable device called Frizzle which can detect real-time weather conditions in 300-meter radius.

Hon’ble Adviser, Education Reforms, GoK. Prof. M.R. Doreswamy appealed to all stakeholders, particularly the elected representatives and corporate sector to give momentum to development of government schools and help the government to deliver school education to all sections of society, not a privileged few. Although, 7 decades have elapsed since nation got independence, status of the government schools still demands proper infrastructure. Prof. M R Doreswamy said that since last year, this issue has gained momentum by adding new dimensions to school adoption policy such as; 1) adoption of 3/5/10 government schools by MLAs & MLCs/MPs/Universities and 2) adoption of government schools by higher educational institutions. About 3000 schools have recently been adopted by these new initiatives, first in the country; A social movement is necessary to cover the 30,000 needy schools in the next 2 years. Involvement of corporate and industrial sectors is envisaged to reach the target.
In this context, he appreciated the keen interest evinced by Hon’ble MLAs Sri. Ramalinga Reddy, Sri. V. Somanna and Sri Bandeppa Kashempur and Sri Chidananda, MLC and who have already commenced development of adopted schools. He paid rich tributes to Sri. Basavaraja Horatti, Hon’ble Chairperson, Legislative Council, Govt. of Karnataka for his kind intervention to convey the government’s request to join hands for development of government schools. He appealed to other elected representatives also to join the programme to help students from all sections across the state. Calling attention motions by Hon’ble MLAs Smt. Lakshmi Hebbalkar and Smt Soumya Reddy through illuminative questions and Sri Thippeswamy, Hon’ble MLC are silver lines indicating that the issue would gather momentum in the coming days. He thanked Smt Sudha Murthy, co-chairman, INFOSYS Foundation to offer digitalization of all government schools in Dharwad District. He also commended donation of 2000 desks to government schools in Dharwad distrit by Hon’ble union minister Sri Prahlad Joshi.
Prof. Doreswamy thanked Hon’ble chief Minister Sri B.S. Yediyurappa for including 2 of his recommendations 1) Development of schools studied by Jnanapeeta awardees from Karnataka and 2) Training all teachers and education department staff for the requirements of National Education Policy 2020.
Prof. Doreswamy called for effective utilization of Jal Jeevan Mission- Parihara programme funds on the lines of Telengana state which has achieved 100 % success in this regard. He cited the statement of Sri. K.S. Eshwarappa, Hon’ble minister for RDPR in the council that about 11,284 schools are yet to get separate toilets in the state.
Narrating his personal experiences while visiting government schools in Ramanagara, Chennapattana and Magadi Taluks, Prof. Doreswamy said that the quality of work undertaken under Parihara needs a relook by the government.
To address the above issues Prof. Doreswamy has constituted a state level advisory committee to monitor development of adopted schools. This measure would give valuable feedback as well as enhance stakeholder confidence towards this important initiative, he said.
Given the importance of value education to prepare the youth towards building a morally strong social fabric, Hon’ble Adviser is releasing a book with 35 stories contributed by teachers of PES Colleges.
Before addressing the press, Prof. Doreswamy had received valuable feedback from heads of 35 universities/autonomous colleges regarding the progress of developmental work taken by them. A state-wide tour is contemplated to take stock of the issues and make course corrections in action plan, Prof. Doreswamy said.

I heartily congratulate Sri B.S. Yediyurappa, Hon’ble chief minister of Karnataka and Dr.K. Sudhakar Minister for Health and Family Welfare for successfully conducting the vaccination programme in the state to the appreciation of all stakeholders. With the momentum and efficiency at their best, I have no doubt that the state would be at the forefront of the vaccination drive, shortly.
In this context, it is highly necessary to consider all the teachers, from UG to PG, as Corona Warriors and provide vaccination facility to them on priority; this is highly essential since the state is at the very door steps of opening all the educational institutions and at this juncture it is necessary that the teachers should be primed with all support of which vaccination is a priority. This responsibility lies with the state government and all necessary help needs to be extended to teachers to perform to their full potential.
I request the Hon’ble chief minister to direct all the concerned ministries (health and education) to consider teachers as Corona Warriors to take appropriate action immediately.

The recent Times B School survey ranked PES University among the top management institutes in India. PES University was ranked as top business school at 5th in South Zone and 24th in India. The university was ranked as 10th top private university in India. The objective of the survey was to arrive at a list of top business schools offering full time management courses - including two-year courses in India. The research had three major modules of desk research and factual and perceptual rating survey. The ranking process in the current year, imbibed a holistic research module involving an objective study and a perceptual study. While the objective study was done to capture a true reflection of what exists, the perceptual study on the other hand was deemed important to comprehend how the different actors and the stakeholders perceive the B schools. Thus, these two modules in tandem help to make the ranking process more robust. The survey was executed during the 1st week of January to 1st week of February 2021.

PES University conducted its Fifth annual convocation on November 8th, 2020 with a total of 2032 candidates receiving the degrees. It was a mixed mode with Ph.D. holders and rank holders were invited for the convocation while other successful graduates watched the proceedings online. Two candidates were conferred Doctorate degrees at the ceremony and 14 gold medals and 59 silver medals were won by the graduating class.
His Lordship Mr Justice Gopal Gowda V delivered the convocation address. He said that the circumstances of this convocation are a bit unusual, and I would have loved the opportunity to meet all of the graduands and congratulated them at their immense achievement in person. He said Engineering is one of the oldest professions known to mankind, along with medicine and law. Engineers are the often said to be the architects of modern India. Right from the great Sir M. Visvesvaraiyya, Jagdish Chandra Bose, M.N Dastur, the designer of Steel plants, APJ Abdul Kalam, till the more recent example of Mr. E Sreedharan, the ‘metro man’ of Delhi. Science and technology is duly recognized as the vehicle to take India into the front ranks of the nations of the world. An issue of equal importance in the role of engineers, especially in a society like ours, is that they have the burden of addressing problems specific to developing communities including water provisioning and purification, sanitation, power production, shelter, site planning, infrastructure, food production and distribution, and communication, among many others.
Further he highlighted on space-race and role of engineers. While the space race is on all over the world, the Indian engineers play a key role in designing ingenious satellites, without any help from the intelligentsia of other countries. These satellites, apart from enhancing our knowledge about the Universe, also play a major role by performing several other key functions, like predicting whether, and the rainfall pattern, flood warning etc.
What is not understood is how many engineers, technologists and technicians are required to drive economic growth and sustainable development objectives within a country. There is no simple answer to this question as it is not simply a numbers game; more engineering professionals are needed if the number of engineers, engineering technologists and engineering technicians per capita is below the figures of a country’s competitors. Furthermore, increasing the number of engineering graduates is not necessarily a solution as there may be a shortfall in the job market for such graduates or the attractiveness of other non-engineering professions requiring problem-solving skills might entice graduates away from engineering he added.
Dr M R Doreswamy acknowledged PANDIT MADAN MOHAN MALAVIYA who was instrumental in establishing BANARAS HINDU UNIVERSITY. As founder what I expect from our graduands are:
(1) Parents have played a vital role in your success as a graduand and it is your first and foremost duty to remember, recognize and honor the sacrifice of your parents on this very auspicious occasion. Next, teachers. Teachers have moulded you into professionals. Remember and respect them. Finally have gratitude to Society.
(2) Follow core values of PES i.e. Perseverance, Excellence and Service in your life. At PES we have perseverance i.e. continued effort to do or achieve something despite difficulties / challenges. You are steeping into real world and you may have lot of challenges, remember “P” of PES i.e perseverance, I am sure you will succeed and PES has already imbibed this in you he added. You entered the portals of PES University to get a degree, I am very happy to say that you are leaving with not just a degree but a career including very good placements in a best company. Thus you have excelled. Next core value is “SERVICE”. Service has become one of our core values of PES. As a student myself I started school at Thyagarajnagar as that locality had no schools in those days. It is not that I had all resources so I started a school, but it was with motivation to render service to society. If you look at 5 decades of my journey in the field of education, service is our motto he added. He re-called service in terms of school adoption, house constructions, medical camps, blood donation camps, etc
(3) Admire NEP: New Education Policy (NEP) emphasises on making ‘job creators’ instead of ‘job seekers’ and I call upon all graduands to become ‘job creators’. NEP is comprehensive, holistic, far sighted and aimed to bring revolutionary change in education system.
(4) Every graduate of PES University should fight against the corruption, fight against crime and terror, fight against injustice.
Prof. D Jawahar, Pro Chancellor admitted the qualifying candidates and administered the oath of working for public good, innovating for advancement in their field of work, accountability to future generation, conducting oneself with honour and upholding the values of perseverance, excellence and service. Dr J Suryaprasad, Vice Chancellor introduced the chief guest and dignitaries on the dais. Dr M R Doreswamy, Chancellor declared the convocation proceedings open. Dr K S Sridhar, Registrar presented the candidates to the council of the university.
The graduating class saw active recruitment by leading global and Indian investment banks, software and engineering companies and promising start ups. The graduating batch made the most of the internship opportunities with key industry players.
Dr. M.R. Doreswamy has succeeded in giving a big push to the government's school adoption policy, first by getting the nod of the legislature in the budget session of 2020-21 for all the MLAs to adopt 3 government schools for development under the Legislators’ Area Development scheme. In his press release, Dr. Doreswamy, Education Advisor, GoK has said that the scheme is now wider acceptance with all the MLCs (3 schools), MPs (5 schools) and Rajyasabha members (5 schools) coming forward to adopt schools for development in their respective constituencies. The press release also says that 25 universities (both state and private) has adopted 10 government schools each, thus taking the scheme across different sections of society.
Even reputed cine artists have agreed to participate in the scheme. This social recognition has prompted Dr. M.R. Doreswamy to seek the participation of 200 reputed IT companies to leverage school education services by adopting government schools commensurate with their preeminent status.
Dr. Doreswamy has appealed to all philanthropists to contact 080-22133678 for any logistic support needed.
Dr. M R Doreswamy speaking on the occasion of Gandhi Jayanthi at S-VYASA University said that the entire world is paying tribute on this day to the most celebrated son of India.
On this day one needs to introspect why only Gandhi is a Mahatma while there are many individuals rendering yeomen services to the country in many wonderful professions such as lawyers, doctors, teachers, engineers etc, His legacies of Truth and Non-violence have left a lasting imprint on the collective consciousness of human civilization.
He is a Mahatma because he got independence for the country using these twin ‘weapons’, not waging a war or with bloodshed. He was aware that violence begets violence and adopted a unique method of protest against foreign rule which was the essence of our great Indian culture. Use of peaceful non-cooperation (satyagraha), he stabilized the Independence movement for years and ultimately got independence to India.
His life was a message - a message of peace over power, of finding ways to reconcile our differences, and of living in harmony with respect and love even for our enemies. Gandhiji can be considered the most modern political thinker India has ever had. He shines like a luminous star in the galaxy of intellectuals, reformers and leaders.
Gandhi transformed the Indian National Congress party from “Class party to Mass party” i.e. inclusion of all sections of society in the party he added. He recalled that “Gandhiji was telling that means is as important as end”, He also said that Gandhi's leadership role was extremely complex. Knowing that violence only begets violence, he began practicing passive resistance, Satyagraha. His achievements were nothing less than miracles.
Mahatma Gandhi was an icon of simplicity in life style – dress, food and choosing a dress of the poorest Indian, which he even wore when he went to England for the Round Table Conference in 1931 on the invitation of Winston Churchill the then Prime Minister of UK. There many social experiments he conducted as part of the independence movement; two noteworthy are the Swadeshi Movement to encourage boycott of British goods march from Dandi and the famous salt. However today, it is sad that the country is steeped in corruption, countless scams, criminal charges, self-centric and selfishness of people representatives. There is an urgent need to rediscover Gandhian principles.
Prof. Doreswamy called upon all Universities to celebrate Jayantis in a meaningful way like what S-VYASA is doing today on the occasion of Gandhi Jayanti and join hands with the Government’s initiative of adopting Government Schools in the State. He called upon “S-VYASA” to sign MoU with the State Government for introducing YOGA in all government schools.
Dr. H R Nagendram the Chancellor of S-VYASA University thanked Dr. M R Doreswamy for having accepted the invitation and rendering a wonderful message, befitting the occasion.. He agreed to extend full support from S-VYASA University to Government initiatives. He recalled how YOGA being introduced to WORLD from “Then Narendra (i.e. Swami Vivekananda) to Now Narendra (i.e. our Hon’ble Prime Minister Sri Narendra Modi ji) and conceptualization of “International Yoga Day”.
Dr. B R Ramakrishna Vice-Chancellor, SVYASA University in his brief introduction of the Chief Guest Dr M R Doreswamy said that “Dr M R Doreswamy is real yogi who has contributed immensely towards Aatmanirbhar Bharat through his untiring service in the education sector. The virtues of Dama i.e Self Restraint, Dana i.e. Charity or giving and Daya i.e. Compassion are being practiced by Dr. MRD from the past five decades and in this sense he is a true yogi he added.
